It really depends on your own face and the effect you want to achieve. I find that eyeliners look good on most people if done correctly. You can go to a make up counter and ask about eyeliner and what look would suit you best, and see if you can get any tips. If you're not sure, you can buy a really cheap eyeliner and experiment with it.
Once you've found a look that you like, try wearing it at home for a day, so that if it smudges or irritates your eye, you can remove it immediately and won't be embarrassed in public. This way, you can work out what kind of eyeliner you need (i.e. waterproof, liquid eyeliner, etc) in order to perfect your look and make sure that it stays put all day.
