Victoria's Secret has a Lip Plumping Gloss and it works magic!!!
I sampled Victoria's Secret lip plumper before and I felt that my lips were fuller immediately. There was a kind of spicy/cinnamony/tingly feeling that lasted a really long time so I suggest it. IYou can get in clear or in other colors and you only need a little at a time so you wouldn't feel like you just slathered a ton of stuff on your lips.
I got this tip from America's Next Top Model. Tyra Banks was telling one of the girls about it:


Take half a Kleenex and roll it up like a snake. Just tuck it in underneath the top lid, over your gums. It makes your lips seem twice as puckered up.

uhm well first let me say that i got this from the tyra banks show...it helps ALOT soo uhm anyways you should take a bronzer or a darker color than your skin(only a tint darker) and at the bottom of your bottom lip you can brush it over like that part where your lip ends but a little below it like only a hair...so yea good luck : )
I would suggest a Lip Plumping gloss. Look one up on google and order it online or check any cosmetics store.

get a lip plumping gloss and dab more in the middle so lips look fuller
Cover you lips with concealer or a tiny bit of foundation....apply lip liner in a nude/fleshy color ALL over the lip, finish with lipstick and/or lip plumping gloss.

OH! And put a little bit of shimmer or a liiiiight lip gloss just on theCENTER of your BOTTOM lip. It will make them appear fuller..

make a mixture of vaseline, cinnamon and cayenne pepper powder. rub it on ur lips evry nite. it makes them noticeab;ly bigge in aby a month. also exfolioate them wit a tooth brush
put a lip liner on your skin, at the edge of lip, in acolor that matches your lip then fill your lip in with the same color and rub in with your finger so it matchs then apply gloss or chapstick or vasoline over
